ITIN for International Students and Scholars

The honest answer is that most students on F-1, J-1 and M-1 do not need an ITIN — they need a Social Security number and do not realise they are eligible. Here is how to tell which one you are, before you spend three months on the wrong application.

An ITIN is a tax-filing number and nothing more. Applying for one does not give you immigration status, does not give you permission to work, and is not an application to any immigration agency. TaxSaveIQ sells no application service and earns nothing from your choice of route.

The answer for most students

Most international students should not be applying for an ITIN. The single test that governs every ITIN application is whether you are eligible for a Social Security number — and a very large share of students are, through employment they already have or could easily obtain. An ITIN application from someone who is SSN-eligible is rejected, and the rejection arrives 7 to 11 weeks later.

This page exists partly because the search results for student ITIN questions skew toward pages that would rather sell you an application than tell you not to file one. Nothing here is for sale.

When an ITIN genuinely is the right number

Two cases dominate, and both are exception cases under Form W-7.

The taxable scholarship

A scholarship that covers tuition and required fees is generally not taxable. Amounts beyond that — room, board, travel, a living stipend — generally are. When a university pays a nonresident student taxable scholarship money it must report the payment and withhold, and it needs a taxpayer number to do so. If you have no employment and therefore no SSN route, that is your ITIN.

The paperwork here is different from a normal application. Because you are claiming an exception, no tax return is attached. What goes in instead is a letter from the university, on its letterhead, naming you and stating why it requires a taxpayer identification number. A generic enrolment letter is not that, and it is a common reason these applications stall.

Treaty-exempt income

Many countries have tax treaties with the United States that reduce or eliminate U.S. tax on particular kinds of student and researcher income. To apply a treaty rate, the payer has to identify you — which means a number. This is the other main student exception.

The five exceptions, for reference

When it is a Social Security number instead

If you are eligible for an SSN, the ITIN route is closed — and that is good news, because an SSN does more.

  • It is free, and your international office will usually walk you through it.
  • It does not expire. An ITIN lapses after three consecutive years off a return.
  • It reaches credits an ITIN cannot, including both education credits — which, since tax years beginning after 31 December 2025, require a Social Security number valid for work.
  • It builds a record with the Social Security Administration, which matters if you stay and work in the U.S. later.
If the Social Security Administration turns you down, keep the letter. A denial is evidence for one of the Form W-7 exceptions, and it is far easier to obtain at the time than a year later when you need it.

How a student applies

  1. Talk to your DSO or responsible officer
    Before anything else. They will know whether your funding is employment (SSN) or a taxable scholarship (ITIN), and they see the distinction every semester. It costs nothing and it is the highest-value ten minutes in this process.
  2. Complete Form W-7, box f
    Nonresident alien student, professor or researcher filing a U.S. tax return, or claiming an exception.
  3. Gather the documents
    Your passport covers identity and foreign status on its own. Your current U.S. visa and your I-20 or DS-2019 will normally be part of the file too — check the current instructions for exactly what your reason code requires.
  4. Add either the tax return or the exception letter
    A return if you are filing one. If you are claiming the scholarship exception, the university's letter goes in instead.
  5. Submit — and use the campus route if there is one
    Many universities have an arrangement with a Certifying Acceptance Agent, or run document-certification sessions in filing season. If yours does, that is usually the best route: your passport stays with you and someone who does this all day checks the form.

Which return you file is a separate question from which number you hold, and students routinely conflate them.

On Form 8843: it is a statement, not a return. It records that your days in the U.S. do not count toward the substantial-presence test. If you have no U.S. income, you can file it without a taxpayer identification number — so having to file Form 8843 is not, by itself, a reason to apply for an ITIN.

Rows marked CHANGED moved recently. Public Law 119-21, enacted 4 July 2025, added a valid-Social-Security-number condition to the education credits and to the new deductions for tips, overtime, car loan interest and seniors, effective for tax years beginning after 31 December 2025. Guides written before that date still show these as available to ITIN filers. They are not.

The education credits are the change that matters to students. For tax years beginning after 31 December 2025, the American Opportunity Credit and the Lifetime Learning Credit both require a Social Security number valid for work — for the person claiming the credit, and, where the student is claimed by someone else, for the student too. A great deal of student tax guidance online still describes these as available with an ITIN. It is out of date. This is also, separately, a real argument for getting an SSN if you are eligible.

Note also that nonresidents filing Form 1040-NR generally cannot take the standard deduction, which changes the arithmetic more than most students expect. Run it on the 2026 federal tax calculator.

After graduation: OPT, an SSN, and the switch

For most students, the ITIN is temporary. OPT is authorised employment, so it makes you eligible for a Social Security number — and the day that number is issued, the ITIN stops being your number.

  1. Stop using the ITIN immediately
    Every form from that day forward carries the SSN. Never file with both.
  2. Write to the IRS to merge the records
    Your name, mailing address, ITIN, a copy of your Social Security card, and a copy of your CP565 notice. The IRS voids the ITIN and associates everything filed under it with the new number.
  3. Tell your employer and your university
    So the W-2 and the 1042-S for the year carry the right number. A form issued against the old number after the merge is how withholding goes missing.

Worked example
Two students, same university, different answers
Wei is an F-1 PhD student with a research assistantship. The assistantship is employment, so she is eligible for a Social Security number. She should never file a W-7 — an application would be rejected on eligibility grounds after a two-month wait. Her international office helps her get the SSN in a fortnight.

Diegois an F-1 master's student on a full scholarship with no job. His award covers tuition and required fees plus $14,000 toward living costs. The tuition and fees portion is generally not taxable; the $14,000 generally is, and the university must report and withhold on it. With no employment there is no SSN route. He files Form W-7 with box f, no tax return attached, and the university's letter explaining why it needs the number.

Same campus, same visa category, opposite answers. The variable is employment, not enrolment.

Do international students need an ITIN?

Most do not. If your F-1, J-1 or M-1 status permits you to work — on-campus employment, an assistantship, CPT or OPT — you are eligible for a Social Security number, and the IRS will not issue an ITIN to someone eligible for an SSN. An ITIN is the right number only when you have taxable U.S. money and no route to an SSN.

When does an F-1 student actually need an ITIN?

Chiefly when you have a scholarship or fellowship that exceeds tuition and required fees, so part of it is taxable, and you have no employment that would make you eligible for a Social Security number. Treaty-exempt income that a payer must report is the other common case. Both fall under the Form W-7 exceptions.

Do I need an ITIN to file Form 8843?

No. Form 8843 is a statement of your days of presence, not a tax return, and it can be filed without a taxpayer identification number if you have no U.S. income and no other reason for one. If you have no income at all, filing Form 8843 alone does not create a need for an ITIN.

Can I claim education credits with an ITIN?

No, not for tax years beginning after December 31, 2025. Both the American Opportunity Credit and the Lifetime Learning Credit now require a Social Security number valid for work, and where the student is claimed by someone else, the student needs one too. This changed under Public Law 119-21 and a lot of older guidance has not caught up.

My university asked for my ITIN. Should I apply?

Ask them first whether you are eligible for a Social Security number through your on-campus employment — many students are and do not realise it. If you genuinely are not eligible and the university must report a taxable scholarship to you, that is an exception case, and the university's letter is what goes in place of a tax return.

Does having an ITIN affect my student visa status?

The IRS states that an ITIN neither provides nor changes immigration status. It is a tax number. That said, anything touching your status is a question for your Designated School Official, your J-1 responsible officer, or an immigration attorney — not for a tax website, and not for a service selling ITIN applications.

As a student, do I file Form 1040 or Form 1040-NR?

Most F and J students are exempt individuals for a period of years, meaning their days do not count toward the substantial-presence test, so they file Form 1040-NR as nonresidents. After that exempt period, the ordinary day-count test applies and you may become a resident for tax purposes and file Form 1040. The two returns have different rules on deductions and credits.

When I get an SSN after graduating, what happens to my ITIN?

You stop using it immediately, and you write to the IRS asking it to void the ITIN and associate everything filed under it with your new Social Security number. Skip that step and the wages and withholding from your student years stay attached to a number the IRS no longer connects to you.
