How to Get an ITIN: Form W-7, Step by Step

To get an ITIN, complete Form W-7, attach the federal tax return the number is for, and submit it with original documents or copies certified by the issuing agency — by mail to ITIN Operation, P.O. Box 149342, Austin, TX 78714-9342, in person at an IRS Taxpayer Assistance Center, or through a Certifying Acceptance Agent. Allow 7 weeks to be told the outcome, or 9–11 weeks during January 15 through April 30. The IRS charges nothing, and applying in person is the only free route that keeps your passport in your hands.

Before you start: three things to settle
Most wasted ITIN applications go wrong before a single box is filled in. Settle these three first and the rest of the process is paperwork.
- Confirm you cannot get a Social Security numberThe IRS issues an ITIN only to someone who is not eligible for an SSN. If your immigration status permits employment, you are eligible, and the ITIN application will be rejected. Ask the Social Security Administration — it is free, and a denial letter is useful evidence if you go on to claim an exception.
- Identify the tax reason and the tax yearAn ITIN is issued against a federal tax purpose that exists now. Which return, which year, and who is on it — those three answers pick your reason code and decide whether the return is attached.

The current revision is dated December 2024. Download it from the IRS rather than a third-party site, so you are not filling in a superseded version.

The eight reason codes
Box a through h is the most consequential mark on the form. Find the description that is literally true of you.

Documents: what proves what
The IRS asks two questions of your documents: do they prove who you are, and do they prove your foreign status? Thirteen documents are accepted, and only one answers both on its own.

The rules that sit above the table
- The IRS wants original documents, or copies certified by the agency that issued them — the passport office, the registrar, the school.
- A notary cannot certify a document for an ITIN application. Notarized copies are not accepted. The one narrow exception is military personnel applying from an overseas address.
- A certified copy must carry the issuing agency's official stamped seal.
- If you send a passport, send every page, including the U.S. visa pages.
- One passport covers both columns. Any other route needs two documents — one proving identity, one proving foreign status — or a single document that covers both.

The harder case. Her nine-year-old nephew is being claimed as a dependent and has no passport. Under 18 with no passport means a foreign civil birth certificate is required, and that certificate covers foreign status. Identity then needs a second document — a national identity card, or a school record if he is under 24. And because there is no passport with a U.S. entry date, U.S. residency needs proving separately, which a U.S. school record does.
The difference between one document and three is the passport. If getting one is realistic before the filing deadline, it is almost always the cheaper path.
The tax return, and the five exceptions
The default is simple: the W-7 and the return go in the same envelope. The return is what the number is for, so the IRS wants to see it. Five situations replace the return with different evidence.

Every service page compares these on price. Price is the least interesting column. The one that decides it for most people is whether your original passport leaves your hands.

If you mail it
- Use a trackable service. You are posting an irreplaceable document.
- This is the only IRS address that processes ITIN applications. Do not use the address in your Form 1040 instructions — the package will be misrouted and the delay is measured in months, not weeks.
- Photocopy the whole package for yourself before it goes, including every page of the passport. If anything goes missing you will be asked what you sent.

Two practical consequences follow from that chart. First, if you are due a refund, the refund clock starts after the number is assigned — the attached return is not processed in parallel. Second, applying in January means landing in the busiest queue of the year. If your reason exists earlier, applying earlier is free money in time.
The notices, and what each one means
Three notices end an ITIN application. Each one asks something different of you.

If you are rejected
A rejection is not a verdict on you; it is usually a verdict on one line or one photocopy. The causes repeat.

Re-filing without reading the reason is the most expensive thing you can do here, because the second wait is as long as the first. If the notice is unclear, call 800-829-1040 from inside the United States or 267-941-1000 from outside it (not a toll-free number) and ask what specifically was missing.

Where do I mail Form W-7?
Send the complete package — Form W-7, the federal tax return it is attached to, and your original or agency-certified documents — to Internal Revenue Service, Austin Service Center, ITIN Operation, P.O. Box 149342, Austin, TX 78714-9342. Use a trackable service. This is the only IRS address that processes ITIN applications; sending it to the address on your tax return instructions instead is a common and costly mistake.
How long does it take to get an ITIN?
Allow 7 weeks to be notified of the outcome, and 9 to 11 weeks if you apply between January 15 through April 30 or from outside the United States. That is the time to be told the result, not the time to receive a refund — the return attached to your application is only processed after the number is assigned.
Do I have to send my original passport?
Only if you apply by mail. If you apply in person at an IRS Taxpayer Assistance Center, an IRS employee authenticates the passport in front of you and hands it straight back. A Certifying Acceptance Agent can also certify a passport. If you do mail it, send every page including the visa pages, and use a trackable service.
Can a notary certify my documents for an ITIN application?
No. The IRS does not accept notarised documents for an ITIN application. Certification has to come from the agency that issued the document — the passport office, the civil registrar, the school — with its official stamped seal. The single narrow exception is for military personnel applying from an overseas address.
Can I file my tax return before my ITIN arrives?
No, and you do not need to. The return goes in the same envelope as the W-7 and is treated as filed on the day the package arrives, so a package postmarked before the deadline is a timely return even though the number does not exist yet. What you cannot do is e-file with a blank number and post the W-7 separately.
